【摘要】:Thispracticeprovidesthebasicminimumcriteriaforuseinevaluatingthequalificationsofatestingorinspectionagency,orboth,forsoilandrock.Thecriteriamaybesupplementedbymorespecificcriteriaandrequirements.Anindividualusercanalsouseittojudgethequalificationofanagency.Theexistenceofaformalaccreditingbodysuchasafederal,state,orindependentagencyisnotnecessaryfortheuseofthisstandard.Note18212;Usersofthispracticeshouldbeawarethatcertainoftheserequirementsmaynotbeachievableand/orapplicabletoworkperformedoutsideoftheU.S.A.Insuchcases,usersshouldensurethatallnecessarymodificationsaremadetotheserequirementssuchastorenderthemappropriatetoeachspecificsetofcircumstances.Theintentofthispracticeistoprovideaconsensusbasisforevaluatingatestingorinspectionagency,orboth,withrespecttothatagency''scapabilitytoobjectivelyandcompetentlyprovidethespecificservicesneededbytheuser.Thispracticemaybeusedasabasisforaccreditation.Toqualifyforaccreditationtothisstandard,theagencymustincludeatleastfivestandardsrelatingtotestingmethods,inspectionmethods,orboth,fromthestandardscoveredunderthejurisdictionsofCommitteeD18,initscertificateofaccreditation.Theusersofanaccreditedagencymustreviewtheagency''sscopeofaccreditationtoensuretheagencyhasbeenaccreditedforitstechnicalcompetencetoperformthetasksrequestedbytheuser.1.1Thispracticeestablishesminimumqualificationsforagenciesengagedinthetestingandinspectionofsoilandrock.Minimumrequirementsforfieldandlaboratorypersonnelaredefined.Thepracticealsocoverstheestablishmentandmaintenanceofaqualitysystem.1.2Criteriaareprovidedforevaluatingthecapabilityofanagencytoproperlyperformdesignatedtestsonsoilandrock,andforestablishingessentialcharacteristicspertainingtoanagency''sorganization,personnel,facilities,andqualitysystem.Thispracticemaybesupplementedbymorespecificcriteriaandrequirementsforparticularprojects.1.3Thispracticecanbeusedasabasistoevaluatetestingandinspectionagencies,orboth,andisintendedforuseforthequalifyingoraccrediting,orboth,oftestingorinspectionagencies,publicorprivate,engagedinthetestingandinspectionofsoilandrockasusedinengineeringdesignandconstruction.1.4ThispracticeisapplicabletoallstandardspromulgatedbyCommitteeD18whetherornotmentionedintheReferencedDocumentsSection.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.6Thispracticeoffersasetofinstructionsforperformingoneormorespecificoperations.Thisdocumentcannotreplaceeducationorexperienceandshouldbeusedinconjunctionwithprofessionaljudgment.Notallaspectsofthispracticemaybeapplicableinallcircumstances.ThisASTMstandardisnotintendedtorepresentorreplacethestandardofcarebywhichtheadequacyofagivenprofessionalservicemustbejudged,norshouldthisdocumentbeappliedwithoutconsiderationofaproject''smanyuniqueaspects.Thewordx201C;Standardx201D;inthetitleofthisdocumentmeansonlythatthedocumenthasbeenapprovedthroughtheASTMconsensusprocess.

适用范围
本标准规定了便携式林用油锯(见图1)的设计和结构方面的安全要求及其试验方法。本标准适用于新设计定型的油锯。本标准不适用于高把油锯。本标准提出了消除或减少使用油锯所产生的各种危害的方法，规定了由生产厂家提供的有关安全操作方面的资料要求。本标准未提出关于减少噪声和振动危害的技术措施，是因为减少噪声和振动危害的不同方法与生产厂家通过各种专业书籍或专业机构采纳的技术有关。附录A中列出了应降低危害程度的一些重大危险。本标准未涉及油锯对环境方面的危害。
